This is what Orwell was getting at in "Politics and the English Language." Bureaucrats seem incapable of plainspeak. They can never use a 10-cent word if there's a 50-cent one available.

  1. And, of course, for government writing, the passive voice must be chosen even if the active voice would be more appropriate in most cases; moreover, conjunctive adverbs and prepositional phrases must be used whenever possible.
